WHAT IS YOUR VISION FOR VERMONT'S EARLY CARE AND EDUCATION SYSTEM, AND HOW WOULD YOU PROPOSE FUNDING THIS SYSTEM?  

We need to recognize that learning starts before kindergarten. Early child development is key to that. I have proudly supported increases to the Child Care Financial Assistance Program (CCFAP) in the past, and will continue to do so. I also believe we need to look at ways to cut back red tape—such as through adjusting child care ratios—to increase affordability and strengthen our providers. 

The first thing we need to do is remove Act 250 jurisdiction from recreational trails. This was not the intent of Act 250, and it has done nothing but add red tape to our outdoor economy. We need to look at ways we can work with our agriculture sector—rather than against them—when implementing clean water act requirements, and provide further permit relief as well.
